[Email1] alternate chat

Hi again everyone.

If you are not or have not been authorized for the nwschat yet and have a
chat program that handles xmpp protocol, connect up to
conference.fjbbs.gotdns.com and the room is alertwxchat

i can copy anything you put in there and paste it straight into the nws
chat as needed.

This is not a requirement just an alternate route to get information and
reports to the nws.
